It'll be difficult to do a color change from black, but to do a color change, follow these steps:

1. Select the area that you want re-colored using the lasso
2. Copy that selelection, and paste it as a new layer.
3. Play with these three tools to adjust the color:
a. Color balance
b. Hue/Saturation
c. Brightness/Contrast

Try "Select" -> "Color Range"
It'll bring up a new window with an Eyedropper tool.
Click on the color you want to select. You can play with the Fuzziness to select shadows of the color. The more fuzzy, the more it'll select. It's a little easier than the lasso.
Note: this will choose all black in the picture for example, so you'll need to deselect areas that are also black that aren't part of the car. You can use the lasso for that holding the Alt key down for deselecting an area. It's hard to explain. It's easier with a color that isn't everywhere else such as red.

make sure you desaturate the area where you are going to change the color first, other wise it comes out wierd.
